Raleigh City Council approved a six-month temporary moratorium on major data center applications at its October 6, 2026 meeting, giving the City time to study impacts and develop regulations. 


Raleigh Approves Data Center Pause

The moratorium gives staff time to examine major data centers’ effects on surrounding properties and City resources. Proposed regulations will move through the Unified Development Ordinance amendment process, with opportunities for public input. 

According to Livable Raleigh’s meeting recap, Council approved the measure 7–1, with Councilor Christina Jones voting against it. 

The City’s anticipated schedule includes:

  • November 16, 2026: Draft amendments available for public comment.
  • December 8 and January 12: Planning Commission meetings.
  • February 2, 2027: Planning Commission report to Council.
  • March 2, 2027: Council opens a public hearing.
  • April 6, 2027: Council final action and the scheduled end of the moratorium. 


Rezoning Decisions Across Raleigh

Livable Raleigh reported these outcomes from the evening session:

  • 6309 Litchford Road, Z-43-25: Denied 7–1.
  • 2233 and 2321 Capital Boulevard, Z-50-25: Approved 6–2.
  • 4020 Carya Drive, Z-56-25: Held until October 20 for additional information.
  • 3911 Western Boulevard, Z-07-26: Approved unanimously. 


Crabtree Creek Greenway Bridge Advances

Council unanimously approved contracts advancing the planned greenway bridge across Crabtree Creek at Industrial Drive, according to Livable Raleigh. The agreements support floodplain work and construction access on City property. 


More Flexible Advisory Board Meetings

Council also unanimously approved flexible meeting formats, including virtual options, for eligible boards and commissions. Annual work plans for the Human Relations Commission and the disability commission received unanimous approval, Livable Raleigh reported.
